Everything in the Books is Fully OGC?

Yes and no. Anything that is declared as PI (Product Identity) in the OGL section of each document is excluded (example: all artwork, D6 trademarks/logs, West End Games trademarks, etc.). All game mechanics and materials not covered under PI are OGC and therefore open to be used as outlined by the OGL.
